All flex leases should have a base rent associated with them. The base component would be the focus of fair value determination during the offer period. In your listing you should clearly define how the flex lease rental amount is calculated. Potential tenants will then provide you with offers for the base component of the lease while all other terms and conditions remain the same. If desired, the flex component of the lease may be negotiated after the offer deadline.
